Your question is interesting and poignant. However, you begin your headline with "Our" indicating that you lump the foreign policy of all Americans into a single, combined category. It was the civil rights and immigration policies of American liberals (Democrats) seeking minority votes who paved the way and encouraged 9/11 to happen. And President Obama has aggressively continued to implement Democratic policies thus enabling ISIS and all other terror groups to expand and have a distinct international advantage. Furthermore, ISIS is not only a terror group, but it is a rapidly-growing terrorist organization with an army! And insofar as Mr. Obama "going after ISIS," he seems to be planning to do so by arming and training "moderate rebels." ISIS is not a result of just Obama's actions. It wasn't Obama who had Saddam Overthrown. It was not him who had nothing in return for people of Iraq instead of civil war and chaos. It wasn't Obama who created aggressive islam and different religious sects in order to fight with USSR in Afghanistan. The final climax of the whole story is already written and read. The end of the world which is caused by people forgetting about God was doomed thousands years ago. So don't hesitate about the next step of White House authorities. Whether democrats or republicans noone would ever regret about their mistakes and noone would correct the mistakes. It will only get worse in Afghanistan, Iraq, Libya, Syria, Yugoslavia and everywhere on the planet. Chaos will destroy the civilization... But there is also good news. Good people would go to heavens without any regards of their nationality.

I believe Obama's failure to listen to Bush regarding the departure of Iraq was one of the greatest foreign policy failures. I regard the war in Iraq as an intelligence failure on a global scale, not a Bush fault or conspiracy. I personally think Bush was a great leader, acting on intelligence he and our allies had at the time. Back on track: Iraq war handling by Obama was so poor that it enabled this to happen. It is the staple of his presidency. He even bragged about leaving Iraq early.
I think we armed the rebels in Syria and those weapons landed in the hands of ISIS. The goal to topple Assad is no secret. But ISIS took those arms and went wild with them. It has created a great opportunity to go into Syria for the administration since they've wanted to for quite some time. I think he'll go after them, but my gut feeling is he'll fight them heaviest in Iraq to drive them into Syria, where we'll then target whatever we wanted in Syria under the veil of fighting ISIS. Taking them out quickly does us no good if the goal is entry into Syria so I think it'll be a pretty strong fight and a slow, drawn out fight in Syria to give them time to do the rest of the work they wanted to do in Syria until regime change. Then we'll insert a US-friendly flunky just like Iraq. That's my best guess. Edit: If we truly want to understand the ultimate goal, we should keep an eye on their banking system. Syria's government currently controls their central bank and their monetary system. Each country, including Iraq, Afghanistan, Sudan and Libya, has faced NATO invasion, and each country before those invasions had central banks that were under direct control of their respective government. Following the invasions, each country ended up with a private central bank, much like our own here under the Federal Reserve. It may be coincidence that those things transpired, but in Iraq they had a central bank even before they had a new government established. That's no accident. I think the dots connect and we'll see if the same happens in Syria after we get there.
Arming Syrian rebels was the dumbest thing we've done in quite some time. Assad hates the jihadists just as much as we do. The rebels did a good job with propaganda and making the world believe they were victims. Obama and Congress bit.
I don't think it is fair to say Obama's foreign policy created ISIS but it is fair to say it enabled what we see today. The push from radical Muslim's for Islamic domination has been an idea in the works for many many years. I remember talk about it 35 years ago, of course not named anything like ISIS but I am sure it predates that by centuries.

I agree, but I do not think that Obama deliberately created ISIS. Actually, all American politics, starting from even before Reagan led to creating hate movements of fanatical groups. One reason was a prolonged period of unconditional support of Israel and the other reason was using subversive tactics by CIA, using all kind of fanatics with dubious quality ideology to undermine undesirable governments. This backfired again and again and Americans pay the price.
I don't disagree that we created a lot of these due to arming them in the 80's. I'm merely speaking of ISIS and Obama's failure to act.
ArmySoldier, Obama is a Chicago city slicker and he is not much concerned and not much informed about religions and cultures. A typical American, just "one of us". He inherited a lot of urgent problems to deal with. Our government should change the very philosophy and trajectory of foreign politics. Obama is too shallow and indecisive for that. He is just floating down the stream of events. One thing is still good: "no boots on the ground..."
I agree that having boots on the ground is never good. However, in this case, it's too late not to. We will most likely increase our presence in that area because Obama failed to squash this problem years ago. Unforunately, we will have more boots on the ground.
Amazing. Apparently Obama is to blame for everything bad that is going on in the world because of course the mighty USA should be able to dictate to that world how to behave and what to believe in. Seems Obama should have simply ignored the Iraqi government and the "status of forces agreement" that was put in place by Bush and actually became an army of occupation. Seems Obama should have put boots on the ground instead of attempting to empower the citizens of the beleagured nations to "sort it out" themselves. Seems Obama should have bombed the crap out of ISIL on day one and returned to full scale war with these barbaric clowns. There is a ton of vitriolic criticism of Obama from the right but there doesn't seem to be ANY alternative plans being presented by them.
