It's s'posed to be a weather antenna inna Arctic circle dat controls the weather... ... when we crank it up it blows alla cold winter over to the Russians... ... problem is now dey got dey's own HAARP antenna an' dey been blowin' the cold air on us... ... each year dey upgrade the antennas an' dat's why one year we have a cold winter... ... an' den the next year we blow it back on dem... ... we's inna HAARP antenna arms race with `em.
A bunch of radio antennas that can focus 3.6 million watts of energy onto one spot in the ionosphere. The most powerful radio signal outside of Haarp only generates 50,000 watts. The Air Force and navy claim it is only for research but that much energy could literally heat up the planet and change weather patters but hey, let's build more windmills huh?
