IP addresses are not the best indicator of guilt. Seems to me that either ISIS or AQI ended up using IP addresses of a UK government agency--housing related maybe--and it ended up that the UK had sold those static IP addresses back to some company that resold them to Saudi Arabia or somewhere like that.

It not unusable to do penetration testings to made sure a network is secure but that is normally done with the knowledge and permission of the target.

It will be interesting to see the reply from homeland security.

So then it was an act of the united states government, attempting to undermine the election of the president of the united states.

 

And then to pin it on another country. We are a glass house of rock throwers.

 

I'm sure the sheer amount and extent of corruption in our government, especially in the intelligence agencies, would surprise everyone if it were fully revealed. There has been too much power and too much money involved for too long for it to be otherwise.
