IP addresses are not the best indicator of guilt. Seems to me that either ISIS or AQI ended up using IP addresses of a UK government agency--housing related maybe--and it ended up that the UK had sold those static IP addresses back to some company that resold them to Saudi Arabia or somewhere like that.

It not unusable to do penetration testings to made sure a network is secure but that is normally done with the knowledge and permission of the target. It will be interesting to see the reply from homeland security.
