Um...a voter pays taxes, correct? Whether it's sales or property tax. Those taxes fund towns/cities do they not? So yes, the voter does pay for it. Unless of course you think towns have bake sales to buy ballots and voting machines. I dunno...maybe you do.
Nope. The OP had two parts: The first about voter ID, the second about electronic voting machines vs paper ballots. The former is commonly raised in the context of barriers to voting faced by poor people who may not have ID.

You are just trying to evade the fact that everyone's vote is the same, but their tax liabilities, and thus how much they contribute to the costs of elections, are very different. If they don't own property or buy stuff that has sales tax...? False.

Of course, sales taxes differ by jurisdiction, but it is disingenuous and misleading to pretend that voters and taxpayers are the same people. Only a portion of the improvement value portion of property taxes can be passed on to tenants. A tenant who is not paying for improvements pays no property tax. Google "tax incidence" and start reading. I am quite certain they do not. They just charge whatever the market will bear. If a given landlord were somehow magically exempt from paying property taxes on a certain property, do you think he would obligingly reduce the rents for the tenants there? Really? Why would he?
