Terrorism can be stopped without trying to deal with it in a policing and/or military way, or even citizen surveillance. A lot of heavy armed police and military on the streets cannot stop an individual or group of terrorist from executing a terror attack. But what will be succesful is when a society begins to ignore terrorism and stop the millions of dicussions about it online. Because people copycat information from tv and spread it around on the internet forums and others read their comments, and thus will that information spread through a society like a wild fire. This is how a shockwave moves through society. What happens when a society starts to ignore it and stops talking about it online, then that a society becomes less influenced by it, and the atmosphere of a society will change to more normal and more calm level. And by that terror will no longer succeed in it's goal (that goal was and is always to put pressure on a society and a government) What a few million French did was not smart (but that is how instinct works) They moved into the streets by the millions, and when terrorists see that their actions have a result, they know they can do it again, and again. Now you can expect more terror in France or elsewhere?, but when everybody stays at home and ignore the terror as much as possible (which is hard when you see it on tv), they don't see results of their terrorist actions, that is when they no longer succeed in their goal.
