Efforts at reduction have been proving to be failures time and time again. Logic would dictate that it is time to try something new, rather than repeating failures and hoping for the best.
Back in the 1960's, arabs would shoot up Israeli schools. Israel armed the teachers and it forced the terrorists to adopt different tactics (bombings). I bet more terrorists are stopped because of this policy.
