I propose communications logs, buffers/caches and archives:
For all federal elected officials and appointees. All official communications and unofficial communications with federal elected officials, appointees, SIGS, Corporate connections or donors of any nature should be buffered for no less than 12 months with immediate access to pertinent areas of the database by any congressional committee upon request. Archived information will remain accessible to congress indefinitely to committee with a request fulfillment time of no less than one month.

This would be oversight and would prevent non compliance issues where various communications are requested.

Failure to comply by seeking a work around would be met with harsh consequences with a minimum of 1 year mandatory imprisonment in a state prison facility where time served would be in general population.
