India has a lot of overcrowded areas and poverty, so people didn't want to get involved or be bothered by having to give assistance to a strange girl. People are looking out for themselves and their own family. The subject of rape is also something people shy away from in Indian society, so people wanted to look away and ignore it. Because to recognise the girl would be to recognise what what they sensed had likely happened to her -- something that would be too uncomfortable. This also reminds me of the Kitty Genovese case in New York City and something in psychology called the "bystander effect". In crowded cities with lots of people, the society starts developing an attitude of not caring about surrounding people, becoming numb and indifferent to the problems of strangers, and viewing it as not their role to help, that someone else should help. Basically opposite of the culture of hospitality in other areas with very low population. Unfortunately, child rape is not an uncommon occurrence in India. Something like this wouldn't even make headlines. For anyone who's never been to India, many newspapers in India have an entire section in their back pages listing all the horrific rapes that happened that week. It almost reads more like a "wanted ads" pages list, since there are so many of these cases they cannot devote many words or much space to each story. For a story like this such an entry might read "12yo girl raped, perpetrators unknown, seen walking through street half naked, torn clothes, bleeding, bystanders offered no assistance. Ujjain district."

I've seen similar stories from China. The claim generally associated with them is that people refuse to help because if they do offer aid, they will be considered (either by society or in an official capacity by authorities) as taking legal responsibility for the well being of the person they're helping. The idea being that you can't just help someone a little. If you take them in, you also have to feed them, clothe them, take them to the hospital and pay their medical bills, otherwise you could be held liable for their predicament (because the govt sure as hell doesn't want to fit the bill). I dunno how true it is, but it wouldn't surprise me at all, given how the bureaucratic authoritarian mindset in our own country has led to things like the govt banning giving food to the poor for fear that food hasn't been properly inspected and certified by health officials ...better that folks starve to death than risk eating bad food, once bureaucracy gets sufficiently involved.
Quite off topic, like your post, but that system also allows for the cultivation food so denuded of nutrition that it needs to be added back in the form of chemicals to qualify as food.
