The critical flaw in your lack of thinking is the fact that the money is all about altering the calculus of "able to kill."

Sure, a mujahadeen that sees some random American soldier wander into his base will kill that American soldier. But that **** don't happen. But if you are willing to pay the mujahadeen half a million rubles per American soldier killed, then the mujahadeen will be much more likely to go out of his way to find more friends, plan an ambush, and then kill more American soldiers.
