Nope. Why do you think the Social Democrats -- you know, Irving Kristol's group that you now call "Neo-Conservatives" --- never ran political candidates for office in their entire 80+ year history? Because true power rests with the Bureaucracy. Congress merely enacts laws. It's the Bureaucracy that interprets those laws, and creates and implements policies, procedures, rules and regulations for them. Politicians come and go at the whim of the people, but Bureaucrats live a life-time in Washington. That's why Presidents have no say in Geo-Political Strategy. It literally costs $TRILLIONS to implement a strategy, and you can't be changing it every 4 to 8 years because a particular President doesn't like, since that would be unbearably costly and leave you with no cogent strategy at all. It's like chess in every true sense. Once you, as White, choose a strategy and make that opening move, you're stuck with it for the rest of the match, and have to see it through to the bitter end. There's no "REDO FROM START." There's no doubt your politicians are beholden to special interests, but that's only because you allow it and won't do what's necessary to fix it. And, certainly some appointed officials are beholden to special interests. You could certainly make a strong case for the FCC, the FDA and a few others. But, your Bureaucrats in the State Department, the intelligence agencies, the Department of Defense, the branch service departments and the Pentagon are not, and they're the ones who created your Geo-Strategy and see it through. And, contrary to what you might think, the Plutocracy --if it actually exists -- would be totally on-board, because the end-game is for you to fly to Tripoli, rent a car and drive all the way to Vladivostok via Tel Aviv, Tabriz and Tashkent and see nothing but Starsucks and McDonald's along the way. Also, note it wouldn't cost the Plutocracy anything, but they would certainly profit handsomely from it.
I agree with pretty much everything you have said but, this does not make the Political class and the Bureaucratic class completely separate from each other. There are interactions between the two - one influences the other and so on. They are connected in numerous ways.
