In the meantime, besides the Americans sending troops to Saudi Arabia, Putin is trying to get involved with them and is visiting the Saudis.
edit: I had a rant about the Russians, but I guess its best to see what they are actually up to. For now, I am rather distrustful of what they are up to.

Okay I found this report that quotes Rouhani saying what I also heard him saying:

While Rouhani's comments were not clear on who he believes were the culprits, the overall tenor of what he said suggests the rockets were fired from a boat operated by the Israelis off the coast of Saudi Arabia and with Saudi cooperation in the operation. In other words, it seems both Israel and Saudi Arabia are responsible for this attack.

The whole "It was Obama's Deal" narrative is more propaganda than reality. Sanctions are only effective when you have buy in from numerous other nations - Russia, China, the EU and so on. It was because all of these nations were involved that the sanctions were effective and Iran was capitulating.

China, Russia - and the EU - were all signaling that they wanted to make a deal with Iran to end the Sanctions. The US was then just one of many parties. We could have sat on the sidelines - watched - and complained - but some kind of deal was getting done - with - or without us.

It simply wasn't Obama's deal to make.

Another problematic issue is that the West has a horrible track record with respect nuclear proliferation. US and France in particular.

Obama was the negotiator for the US and he did a piss poor job of it. Actually, I guess it was Kerry and we should have expected what we got.

I wasn't in the negotiating room - while you say "piss poor job" - you don't back it up with anything so it is difficult for me to comment as I don't know what you are referring to as "piss poor".
