It would be more accurate to say that a cure-all can never happen without democracy. Democracy is a pre-requisite.

No, but in order to have a cure-all you need democracy. You can't have a utopia in an autocratic state, it hasn't happened and will never happen.

It hasn't worked well in the countries where the US has tried to install it.

No it isn't and there is no such thing as a political "cure-all".

    No.

Democracy does not work with certain cultures and certain peoples. Some peoples just aren't ready for it. That's the sad truth. It doesn't work for everyone and it's obvious looking at how many democratic nations are screwed up completely.

Exactly. They are in an even worse mess than is the US. And that is saying something.

Democracy only makes sense for a country when the people are at a certain level of education.

If you give democracy to a bunch of tribesmen, the results usually aren't very pleasant.

Who should get to determine that?

    .

Democracy is an attempt to make the citizens of a nation responsible for the government they end up with. Not all people welcome that responsibility -- even in the U.S.

    The people themselves.

The mistake we often make is pushing democracy on other cultures via interventionism.

For a democracy to truly function as intended, it has to involve an internal revolution.

Dunno. If a culture is having no impact on their neighbors... fine, let 'em grow up at their own pace. But if that country is behaving like a thug or a beggar, then it might be reasonable for that countries neighbors to demand the countries population take responsibility for their government. We let people grow up at their own pace, but we set limits to how long they can behave like a child. Seems reasonable to do the same with countries.

What if the people are too weak to seize it from the people in power?
