The IRS did not charge him. Robert Mueller and other federal agencies did charge him for the crime of defrauding the US in tax earnings. He has already been deemed guilty of that crime. To pretend that Trump could not be guilty of a tax crime simply because the IRS did not charge him for the crime thus far is to ignore the lesson from an extremely recent historical precedent. The powers that allow government to require you to fill out a tax return and provide such information is the congresses power to tax. So using tax returns outside of this pupose would be a constitutional violation unless a law was found to be broken and such information then became important to an investigation. So even though the IRS/government has his tax returns, congress requesting the returns would violate the 5th amendment unless his 'testimony' was determined to be false therefore breaking the law?

This isn't about whether he has committed tax fraud. At least not primarily. It is primarily about whether he has any conflicts of interest such that when acting as president he is actually acting in his own personal financial interests rather than in the interest of the country.

In reading the above I doubt the congress critters want to touch this. They know it will be leaked. They also know that in this instance those leaks will be prosecuted without exception or title.
If I'm reading that correctly, for any reason, they can request a return be turned over to the Committee on Ways and Means, Committee on Finance, and Joint Committee on Taxation. It then must be a closed executive session, unless the taxpayer allows other access. Or are the reasons they can ask for those returns elsewhere? It also says the president can request tax returns. Do they really want to open that can of worms?
