As we speak, the US government is helping a dictatorship (Saudi Arabia) bomb and starve millions of Yemenis, mostly women and children. One has to be incredibly naive to believe the US government's foreign policy is based on a sincere desire to protect human rights and democracy. In reality, the US government has been ruthlessly stomping on human rights and democracy for over a century. The NATO intervention in Libya was based on the same thing that virtually every major war in history was based on: Power and money. It was Qaddafi's economic policies that western governments wanted to end. They couldn't care less about the lives of ordinary Libyans.

There's no doubt that Libya is worst off after the U.S. and NATO deposed Qaddafi than before. What the U.S. and NATO did was turn nation in which Qaddafi was reaching out to the U.S. for friendlier relations into one that is now a safe Haven, training ground for AQ, ISIS and numerous other terrorist organization. Libya has served as a launching pad for the terrorist excursions into the African countries to the south of Libya and infiltration into Europe.

Qaddafi hadn't been involved in exporting terrorism since Reagan bombed him. We mad a bad situation much worst when we and NATO took out Qaddafi.
