It's sort of 40 years too late for such a project... The only use of aircraft carrier is to bomb a country like Libya or Iran. (In the second case more carriers will be needed than Germany can afford). It is useless for defense protecting sea trade routes from pirates and it is hell of the money. Renting or even making an airfield next to the country that is needed to be bombed is much cheaper. And if we speak of carrier a hypersonic rocket with a nuclear warhead is much cheaper than an carrier. The times of carriers left behind in 60s and 70s, when rocketry wasn't so spread. Those days delivery of nuclear bombs was concentrated task for bombers and bombers needed carriers for attacking certain sites saving their range.

But if Merkel wants to build an expensive toy worth of 8.5 Euro. In any case it is a purely political spending. It doesn't make much of military sense.

Actually there are not that many ports deep enough to homeport a super carrier at.

San Diego Bay had to be dredge to allow Nimitz class carriers to be homeported in San Diego Bay and the harbor was only dredged as far as North Island. A Nimitz class carrier can't go any further pass North Island NAS.

In fact Iowa class battleships were never homeported in San Diego because the San Diego Bay is to shallow and all large battleships on the west coast could only be homeported at either Long Beack Naval Base, San Fransico Bay or Pugetsounds in Washington state. The same is true with America's super carriers.

 

In Germany we have the port in Wilhelmshaven, that can allow such ships to dock.

 

Any port that can handle large super tankers and super container ships are capable to having a super carrier to use those deep water ports.

California only has three deep water ports, Long Beach/San Pedro, San Francisco Bay and Port Hueneme which can only handle a few deep draft ships.

Pearl Harbor is a deep water harbor. Guam is not.

Subic Bay in the P.I's is a deepwater port where as DaNang isn't and the Saigon Harbor can only handle a few deep draught ships so the U.S. Army during the Vietnam war built KamRan Bay that can handle large ships.
Russia and the Chi-Coms both want access to KenRahn Bay to use as a forward naval base for their navies.

Operating an aircraft carrier requires AA and ASW cruisers and destroyers for their escorts.
Carriers also require oilers to refuel the carrier with JP fuel to be able to conduct aircraft flight operations.

A Nimitz class carrier has to be refueled every three days while conducting flight operations.

The oiler also requires escorts.
