It is not an outlandish idea to conscript foreigners into your army. The Romans did it for their army a thousand years back, promising citizenship in return for their service, and it proved to be very successful, if not the most effective policy carried out in their time. The policy instilled fierce loyalty and obedience to those who served the Empire well, and it didn't take long for the once "Barbaric" lands to consider themselves Roman as well.

We have millions of illegal immigrants here in the US, and even more to come if Syrian refugees are permitted to enter the country. We fear for our safety when we take them in, not knowing what their past is, what their intentions are, if they mean to do harm to us, and generally if they're going to contribute to our hard-earned society. They come in, looking for a better life, and they struggle. They land themselves in poor jobs and poor conditions because of their status, they become unable to support themselves and have to rely on our social systems to care for them, and when things get desperate, these people have to turn to other means to support themselves...

Conscription not only enforces complete devotion and loyalty to the country, but serves to weed out those who seek only to do us harm and put these unemployed migrants to good use. They serve our country well, we provide them food, shelter, care, and most importantly, citizenship, just as the Romans did with theirs. No longer will they be leeching off our social services, but instead become part of that social service.

Recruit Mexican immigrants to go down to Mexico and hunt down the drug cartels, recruit Syrian immigrants to go back to Syria and kill ISIS on the ground for us. They will doing both themselves and America a huge favor, with all the incentives of a better life to look forward to after.
