If Gruber actually was the architect of the plan then if the plan is not working Then the failure must clearly be Gruber's fault. Since it has been designed just as he stated and as he said the Cadillac plan will eventually apply to all and since he was a frequent guest to the WH when all that was going on and received money for it, then yes, he is very credible.
