My Tax Plan

    I have a tax plan that is two tier one part essential constitutional duties and social welfare then the other personal obligations everyone would pay if not disabled on SSI, retired on Social Security or earning under the 150% Federal Poverty line and require a balanced budget each year.

    First the States based on population using the latest Census figures would be billed for all cost for Constitutional duties of the government and share of Social Welfare this would include Navy, Marine Corps, Food Stamps, SSI and Medicaid they in turn would get the funds as they wish.

    Second citizens would choose what to give for to fund the army, air force, national security agencies beyond one tax rate of 9.9% going to pay down the national debt of all income wherever generated if a citizen. So if you don't give money for the Army then its downsized to fit the budget (hint its not IN the Constitution State Militias are) and no FBI etc.

    It gives States an obligation for their share, citizens their share with a clear its 100% free choice if you give nothing then it all falls on States to fill in the gaps while paying down the national debt. And if we go to war they could do a war tax or bill States for the added costs.
