Nobody rules space as ASAT cannot destroy all objects in orbit, just yet. Much like conventional military arguments, nuclear missile deployment by capable powers pretty much nullifies things if they are used. MAD is still valid and until that is resolved, if ever, nobody rules anything on this world; or they would own it already.
