    Someone else will do that for them.

    ok...but I thought they already had one? Besides so what.....the pentagon probably has every square mile of Russian Federation territory earmarked for blanket nuke strikes! I hear from time to time Russia can hide most of its population in underground bunkers?? And will be able to withstand massive attack from USA?? Really?? I doubt that, they may hide some, but for the most part all will be destroyed.
    Russia is an iceberg 8-9 months of the year, miserably cold, if you don't die from nukes you will freeze. And its hard to drill bunkers in permafrost in places.
    Those that will hide in bunkers....are they going to live there....forever? probably not, afaic.
