No party's hacks can do it if the rolls are purged but the problem in recent decades has consistently seemed to come from one side. Its always the same side who oppose cleaning up the voting rolls as you may have noticed. Usually they couch this in terms of making it easy for people of color and young people to vote which is code for making it easy for non-eligible people to commit voter fraud. But you know this, right?
