I would suggest you read the reports from the GOP controlled House and Senate Foreign Affairs Committees. In them, they don't blame Clinton or Obama or anyone else. The attack was not on government property, Stevens even refused the help for six months right up to the attack, according to cable communication releases.

You are quoting the 2016 investigation into Benghazi from a report in 2016, at the end of Obama's term in which the focus, at least what Trey Gowdy said initially when the investigation began, was about Hilary's role in the whole affair. He later recanted when the report came out and found no new evidence than what we already learned from the initial reports back in 2012/2013/2014 from various other committess in the House and Senate. The quote you are referring to was Obama's decision to use executive privilege for those communications. This is just partisan griping by Trey Gowdy because he didn't get his wish.
