Until the American people actually lose the right to vote, there will be some sense of restraint on those forces in the government which are corrupt and callous. The fact that the American people, in general, are not callous and do not want to see dead woman and children on their TV screens is what restrains the Industrial Military, and nothing more.

So long as American leaders need to be elected and reelected, the corrupt among us will not run amok.
