    I predicted this was going to happen.

    One of the major reasons certain groups of people don't want to live near other groups of people in society has to do with noise levels.
    In some "cultures" it is simply much more prevalent for there to be noise. This can be more disturbing to other "cultures".
    And yes, there are some big connections here to racial issues.

    With overt racial segregation being a thing of the fast, neighborhoods have sought other ways to address the problems which typically accompany racial issues. Homeowner's Associations are one example. When problems rise to the level of being an issue in an area, then the entire community has to suffer living under new special rules.

    In this case, one city has decided to impose noise restrictions. The city is Sheffield Lake, Ohio.

    One black woman was issued a $385 for talking loudly on her mobile phone in a public place. That took place in Eastpointe, a suburb of Detroit, Michigan.

    Many apartment complexes have had to impose very strict noise rules to deal with the problem. Some accuse these apartments of using the strict rules to discourage black people from living there, with black residents often under increased scrutiny, or less slack given to them when they do run afoul of the rules.

    I'm not sure what the OP's position is, but this is about NOISE .. not skin colour.

    Culture (ie, behaviour) is a choice, so there is absolutely nothing unfair about these kinds of regulations. They apply to everyone equally, and anyone can choose to alter their behaviour in the interests of social harmony.

    Every society has behavioural expectations. It's all about assimilation to the agreed standards for behaviour, and that happens in multicultures just as easily as in monocultures. Asian Americans for example aren't 'noisy' .. and most come from a very different culture. Black Americans have no excuse.

    Many of these rules would probably not exist if there were not people feeling threatened by "the other" coming into the areas where they lived.

    It is of course true there are quiet and loud people of both skin colors, but statistically overall there are often some big differences between the groups. This can lead to resentment. It's no longer "That one white guy being loud all the time" but "All those black people being loud all the time".
    This very much has to do with race relations and inter-cultural dynamics. Diversity can pose additional challenges for different groups living together in the same neighborhood. (Not just race but socioeconomic too; and even age, look up Ephebiphobia, entire communities of old people banning younger people to make sure there will be no loud children living there. The old people want their quiet)

    Diversity is a problem especially if forced. Just look at israel for example and all of the white europeans who forced themselves onto the arab population. That place will be eternal war until one of them is totally beaten

    Yeah, this is kinda what happens when you want to ban people without explicitly banning people. Ban the cultural practices. I think there are similar laws about cops being called to certain property as well that follow in this logic.

    If everyone behaves to the same or similar standard, ethnic differences don't matter a damn.

    No society can flourish when we're all on different pages.

    And why shouldn't certain behaviours be frowned upon? How in hell else do you think you ended up in a society which keeps you phenomenally safe and well fed (compared to much of the world)?

    If by "the other" you mean obnoxious loud asshats who play loud music and disturb a previously peaceful neighbourhood, what's the problem?

    If it's about noise restrictions then it's "All those loud people being loud all the time". If the restrictions are being enforced against black loud people and not white loud people, then it is racist. If not, then it really isn't.

    Not if it's just about noise, no, it doesn't. And insisting that it does is in itself rather... racist.
    There are plenty of black people who would like to enjoy peace and quiet.

    I think the issue is this is extremely common in the African American culture. So common, it is seen as normal and not an outlier.

    So what if you think its common to a particular culture? Do you excuse wife abusers who happen to be from the middle east, because you think "that's their culture"? If the society they are moving into thinks the behaviour is objectionable, you are going to claim cultural insensitivity (much less racial; which culture is not) when the society enacts rules against that behaviour?

    And I think it should also be said again that culture is not skin colour. Blaring loud music is more of a uncontrolled youth thing than an "African American Culture" thing. Again, there are plenty of black people who would enjoy some peace and quiet.

    I think loud noise doesn't bother certain cultures as much, statistically speaking.

    So? Graffiti, shoplifting, gun ownership, lots of behaviours a society frowns on are more accepted in some cultures than others....

    If some backwoods Texan comes to my Canadian town and starts shooting targets with his rifle in the yard next door... I'm going to call and complain. And it has nothing to do with his race.

    When in Rome, do as the Romans do. People who don't adjust to societal norms are a direct threat to social health and harmony.

    Outside of resistance to patent imoralities within a society (gender and race discrimination .. both of which have long been outlawed in the First World and are no longer an issue), there is nothing to be gained by disruption and rebellion. Everyone loses.

    IMO its about "all those people (race unimportant) being loud all the time", just as laws are about "all those people acting antisocial all the time".

    My city has had a noise ordinance since before I was born. It was enacted to stop obnoxious car stereos back in the 80's and is still around. My white butt has been pulled over for it and was issued my "One and only warning" just as the black ones have. Probably a third of my neighborhood is black and only 1 house is a problem and even the other blacks think it is a problem. I have never called the cops, but others have on their dogs, Not much the police can really do about it as long as they are licensed, vaccinated, and properly in a kennel unchained. The humans sometimes get right loud when there are several of them outside jabbering all at once but I think part of that are the acoustics. When they are congregated on a double carport with a wall behind them and a tall fence beside them at a house that sits higher up than most houses, that sound really travels.

    You have to wonder what kind of people have so little regard for their neighbours (and apparently themselves), that they would repeat an intitial error.

    Florida Man in Coma After He's Beaten for Asking Neighbor to Lower Music, Family Only Recognizes Him by Tattoos
    "A 42-year-old Florida father remains in a medically induced coma more than a month after he was allegedly attacked by his neighbors for asking them to turn their music down. Frank Penkava was assaulted in Hollywood, Florida, around 2:30 a.m. June 14, 2021. He sustained multiple facial fractures from the attack.
    Penkava managed to call 911 after the attack and told dispatchers he was bleeding heavily. He also told the 911 operators his next-door neighbors assaulted him, and when officers arrived, pointed out the assailants."
