Regarding the 1986 amnesty, it was a compromise between the Dems and Pubs and an unusual humanitarian gesture rather than business as usual, and it was sold to the public on a premise and consolidated with a promise this was a one time thing, an acknowledgement by the political class that yes, we (*)(*)(*)(*)ed up in the past which brought us where we are now, but being able to learn from past mistakes let's settle this now once and for all, but that we won't have to face this same issue ever again, that the American public will never be confronted again with this same issue (I wonder how they meant it, and if literally?). The plan was put forward by the Democrat think tanks in Congress and executed by the Presidente Reganus. Or rather affirmed/signed, since he did not use exec powers of privilege at the time, and signed what ever they came up with in the Congress. 4 years later it was only to regulate the fallout from the 1986 amnesty to keep the families together of the 1986 amnestied, but here the presidio exec order came into play to the joys of the Dems of course, and what Bush \sr was thinking was probably approval of funds by the Congress for the Gulf War (the Dems got extension of their voter base while Bush got approval of the Gulf War funds and got padded on the back by the agricultural cheap labour lobby since he only respected the Dems opinion on the issue but not that of his core voters who then went to anybody else but the two, even Perot). But again, the context of the follow-up law was pertaining to the 1986 compromise. The 1986 deal was to underscore where precisely the real compromise stands on illegal immigration (i.e. let's humanely amend for past errors but never repeat them again), and hence where the lines were drawn in 1986 was achieved with a common and direct understanding that this was to settle humanely the illegal alien issue once and for all and for all eternity ruling out the possibility of it happening again on assumption of the competence, honesty and clear intentions of the power establishment, implying that there will never again be a serious issue with the aliens not to mention an amnesty. Any initiative after 1986 to promote and to compound the problem of illegal immigration was and is in violation of the binding 1986 compromise and to all effect a treason.

Since it seems instead that the two parties conspire and work out funny deals with one another and then offer funny promises to the public, then perhaps the immigration policy should be taken out of their hands since they do not show any capacity to be responsible with it and only trade it like on a fleamarket, and placed under the jurisdiction of a special, disinterested, lobbying-bribery-proof Extraordinary Commission for Honesty, Integrity and Consistency in Federal Policy on Immigration chaired by Pat Buchanan and his future designates who in the tradition of Bararck can forge this policy by the manner of executive orders. Since the two power establishments went beserck with power and with their cunning schemes, they are no longer considered competent (Obama himself has stated the situation with the illegal aliens is beyond his capabilities to cope with) to deal with the issue and are to be held in contempt of the law, and an extra-beltway third option should be fielded to take charge of a critical and mismanaged situation in times of a national emergency exploited by the least competent ones who created this crisis and now attempt to use it to usurpt powers to dictate terms and conditions regarding the most sensitive national issues. Since both parties stick their noses where they shouldn't and usurp powers which aren't theirs, they ought to be declared either incompetent, corrupt or criminal with their outrageous or reckless conduct with regards to a particular set of policies which should be declared off limits to them, and since they set the wheels of extra-legal conduct in motion, it makes just as much sense to keep certain sensitive policies where they proceed illegally out of their arms reach and assign them to someone else based on considerations of competence, disinterest for the lobbyist influences and commitment to upholding the lines drawn with the sealing of the ever-binding 1986 compromise deal which at the time legalized 3 million aliens as an insurance on the deal.

Obama's extravaganza in effect opened up a Pandora's Box to a new executive way of thinking. He may reason, it may be inferred, that the politicians back in the pre-era of 1986 made pledges and promises specifically and exclusively to the electorate living in 1986 and over 17 old at the time, and since those have now been replaced through births and immigration and today represent only a minority, the deals from back then are no longer binding and can be reformed and reworked any way any self-anointed executive power broker and his media and lobbyist backers see fit, working in the best interest of a new, hypothetical, or future electorate. And then any federal legislation older than 20 year old should follow suit and be equally castrated and re-modeled.
