A lot of the predominantly black schools were way over-loaded and under-funded for decades. For decades, even if they did graduate with some useful skills, black people were still made very aware that they were still black and still didn't belong in the same work placces as whites.

After a while, that point kind of sinks in and peole begin to lose hope.

It gets worse when the greed heads who own most of everything tank the ecconomy for their own personal gain.
