the people of toronto thank to their numerically superior vote have traditionally installed provincial premiers upon ontario. Then when people of toronto wanted goodies, those premiers would jack taxes upon entire province andsubsequently transfer billions of dollar back to toronto to fund their election winning strategies. Now however, you have a conservative mayor in toronto whose philosophy is for people of toronto to be self sufficient which seemed to have coincided with the liberal philosophy that toronto should now fend for themselves since they temporarily rejected a liberal mayor. So they were for overland rail, but now suddenly they turned 180 degrees and want metro extension because of projected liberal mayoral win in the next election cycle with or without this blackmail, and because ford announced he would slap 25 percent property tax increase on toronto, a liberal hub, and liberals don't like giving away their own money, no matter how noble the public cause. Hmm, so you have this peculiar situation now, having ontario's premier representing toronto's interests in the province, and having toronto's mayor representing the province's intetests in toronto. Ok

The liberals just recently flipped on the subway issue with the province coming thru with an offer to fund two thirds of the construction costs. But the toronto property tax hike nevertheless went through.
