It is confusing to me why you folks continue to expect public charges to be in place BEFORE an investigation is even completed....its almost as if you do not understand what an investigation actually IS.

You may find it confusing only because you don't understand there must be evidence of a crime before an investigation begins. If the police came to your home and said you were under investigation you'd naturally want to understand why. If they said they were suspicious that you may have dome something wrong, though unspecified, you'd likely be reasonably upset at the clear lack of justice, at least in the way we all understand it.
