What is of importance is, I should think, not who occupies the functional position nor what title that person is given, [I once worked for a boss who said, paraphrased, "I've got a whole drawer full of titles to give out. They're cheaper than raises."] but whether the function of the position is being competently carried out. Hopefully an investigation into why NATOMS failed will determine the need for someone who might be more qualified than Mr. Nolan. The fact is the FAA needs someone in that position who knows they will be there for sometime giving them a certain amount of ownership. I've been in both situations and as a temporary employee I didn't commit myself to the job.
