US Leadership to End Israeli - Palestinian/Middle East Conflict

    IT IS TIME FOR THE 95 YEAR OLD CIVIL WAR BETWEEN ARAB AND JEW IN PALESTINE TO END

    The Zionist goal of establishment of the Jewish homeland in Palestine, that the League of Nations embraced at the end of WW I, resulted in a civil war between the Arabs and Jews in Palestine following the British Mandate for Palestine in 1922. It is that same civil war that continues today.

    As an ally of Israel the United States, as an advocate for peace and as a world leader, we have the inherent power to the catalyst to bring an end of the hostilities between Israel and the Palestinian Arabs. The civil war in Palestine, that affects other nations in the region, can only end if the United States exercises is authority and influence as a permanent member of the United Nations Security Council to intervene and bring about that peace.

    Since 1948 Israel has demanded international recognition of it's National Sovereignty and it's Right to Live in Peace by both the Palestinian Arabs and all of the Middle Eastern and world nations. The recognition of National Sovereignty and it's Right to Live in Peace cannot be based upon a demand but instead must be earned and deserved. Only when this is accomplished can Israel have true peace with the Palestinians and it's Middle Eastern neighbors. The belligerent demands since Israel's founding have not and will never work because a Demand does not equate to a Right.

    As a world leader in bringing peace and in establishing Israel's Right of Sovereignty and Right to Live in Peace the United States must address this as a permanent member of the UN Security Council. In don't so it must depend upon the following historical facts and principles.

    In 1922, under the authority of the League of Nations, Great Britain became the Mandatory of Palestine and at the direction of the League it issued the Mandate for Palestine that established the guiding principles for European Jews to immigrate to Palestine to make it their future "Homeland" that was assumed by the European Zionist Jews to imply nation.

    Without assignment of any blame, and discarding the prejudicial opinions from each side it, it was a conflict of interests between the European immigrant Jews and the resident Arabs that resulted in the Arab-Jewish civil war in Palestine.

    At the end of WW II the United Nations replaced the League of Nations in 1945 and assumed full responsibility for the Mandates established under the League of Nations.

    The civil war between the Palestinian Arabs and Palestinian Jews continued and intensified after the end of WW II and at the request of the UN Security Council the UN General Assembly was tasked with creating a recommendation to resolve the civil war.

    On November 29, 1947 the United Nations General Assembly approved Resolution 181, the UN Partition Plan for Palestine.

    While UNGA was rejected by the Arab League as representatives for the Palestinian Arabs it was accepted by the Jewish Agency as the representatives of the Palestinian Jews. Acting unilaterally the Palestinian Jews declared their independence on May 14, 1948.

    In response to this unilateral action by the Palestinian Jews the nations of the Arab League, in defense of the Palestinian Arabs, sent armies from their nations to halt the actions of the newly declared nation of Israel resulting in the 1948-49 Arab-Israeli War. Based upon a resolution from the UN Security Council the conflict ended on April 3, 1949 with the Israel-Jordan Armistice Agreement with the following mutually agreed to provisions.

    The "Armistice Demarcation Lines" were predominately based upon the positions of the military occupation of each side of the conflict at the time of the Armistice agreement and have since been referred to simply as the 1949 Armistice Lines. As noted both sides agreed that these were basically the "peace lines" and not "territorial border" lines and the Armistice would not address or resolve any of the rights, claims or positions of either the Palestinian Arabs in the establishment their nation or Palestinian Jews of Israel for their nation. Those issues were explicated established as issues subject to future negotiations and agreements between the Palestinians and the Israeli people.

    In 1967, once again ignoring the prejudicial claims by either side, the Israeli military invaded Egypt, Jordan, and Syria and took military control of the territory occupied by the Palestinian Arabs established by the "Armistice Demarcation Lines" at the end of the Arab-Israeli War. In response to that conflict the UN Security Council issued Resolution 242 that established the following provisions for the establishment of peace but not a final resolution to the Arab-Jewish civil war that effectively began in 1922.

    Since 1967 Israel has remained a hostile military force of occupation in the Palestinian zone established by the Demarcation lines from the 1949 Armistice.

    That is absolutely correct because only a negotiated settlement of issues between Israel and the Palestinian Arabs will end the "civil war" that continues today between the two parties.

    Once again Prime Minister Netanyahu is absolutely correct because the territorial division of Palestine into a Jewish and Arab nation can only be accomplished based upon a voluntary agreement between the Arabs and Jews that are the principle parties. There's little doubt that some areas will unquestionably end up as part of the territory of Israel and some as the territory of Palestine. The final settlement must be voluntary without the use of force or coercion be could be used to affect the provisions of the final agreement.

    The truth of Netanyahu's public statements potentially (or probably) extends beyond what Prime Minister Netanyahu might have been wanting to imply.

    There has never been an agreement for the territorial division of Palestine into a Jewish nation and Arab nation subsequent to the signing of the Israel-Jordan Armistice Agreement on the April 3, 1949 and the 1949 Armistice lines did not establish any territorial rights for either Israel (the Jewish state) or Palestine (the Arab state). While PM Netanyahu's statement only related to the West Bank and East Jerusalem that Israel occupied in 1967 the territorial of all of Palestine into a Jewish nation (Israel) and an Arab nation (Palestine) is subject to a negotiated and voluntary territorial division. Only the Palestinian Arabs and the Israeli Jews can decide that territorial division.

    In compliance with the provisions of UNGA 181, that the Israel Declaration of Independence states "may not be revoked", the City of Jerusalem is, at least until any mutual voluntary agreement between Israel and the Palestinians might be made, will be considered as an "independent International city" that is not a territorial part of either Israel or Palestine.

    At the request of the Palestinian Authority, as representatives of the Palestinian people, the United States will request the authorization by the UN Security Council to replace the hostile Israeli military forces in the Palestinian "Armistice Lines of Demarcation" (i.e. West Bank and E Jerusalem) with US lead NATO military forces on behalf of the United Nations to provide for the security of Israel from any hostile actions originating from the "Palestinian" territory or people. This will also provide security for the existing Israeli settlements in the occupied territory removing that concern for the Israeli government. This will be contingent upon the following provisions.
    1. The Palestinians must agree in principle to the provisions of UNSC 242 respecting the Right of Sovereignty of Israel and it's Right to Live in Peace based upon the ultimate determination of territorial boundaries by mutual agreement.
    2. The Palestinians will not create any military units or forces and the US lead NATO forces are authorized to be anywhere within the territory under their supervision and will remain as long as necessary to ensure peace.

    Israel will be required to withdraw from the occupied territory as the US lead NATO forces replace them to ensure continuity of security for Israel. The US lead NATO Forces will not initiate any hostile military action against Israel but will replace the Israeli forces regardless of whether Israel willingly complies or not. If Israel initiates any hostile action against the US lead NATO force the NATO forces will respond appropriately to enforce the UN Security Council resolution. The NATO forces, on behalf of the United Nations, will take-over the occupation of the West Bank and East Jerusalem providing security for both Israel and the Palestinians.

    Once Israel and the Palestinians are separated then they will begin negotiations upon the final territorial borders of Palestine and Israel. This is not contingent upon a settlement of Jerusalem where both sides will have the authority to withdraw any territorial claims so that Jerusalem can become the "International City" as proposed in UNGA 181 (that will be recommended by the United Nations Security Council resolution) or the Palestinians and Israel government can voluntarily agree to divide the city between the two nations.

    The removal of coercion and acts of violence based upon the Security Council interventionism, that it has every right to do based upon Article 77 of the UN Charter, it is anticipated that the two sides can reach a mutually acceptable territorial division of Palestine into a Jewish nation of Israel and an Arab nation of Palestine. In any case as long as the negotiation process continues the US lead NATO forces will prevent any hostile acts originating from the "Palestinian" occupied territory against Israel and against any Israeli hostile actions against the Palestinians.

    The CONFLICT WILL END and the final peace will be based upon the ultimate voluntary agreements reached between Israel and Palestine.

    Israel may not like this but they don't have any valid argument against it and the United States will be working on Israel's behalf to secure the recognized Right of Sovereignty of Israel and the Right of Israel to Live in Peace that will be earned, deserved, and beyond dispute by any other nation. Israel will get what it wants by the only means possible,

    Israel will deserve recognition of it's Sovereignty and Right to Live in Peace by reaching a voluntary agreement with the Palestinian Arabs in exact compliance with statements made by Israeli PM Netanyahu..
