On Thursday, U.S. District Judge Reggie Walton said federal laws bar suits for harm caused abroad. The Obama administration had argued for the case’s dismissal, saying sovereign immunity protects federal health officials from litigation stemming from the experiments.
The Guatemalan officials allowed it. Seriously it was the 1940s. How else are you going to test the penicillin? Those 2,000 people saved millions.
Not to mention who are we going to give the money too? These people are already dead. Just consider our foreign aid, as reparations.
Even US citizens (especially orphans and prisoners) were subjected to the same and worse. Who knows what will come out about the goings on today decades from now. Not sure how you can prevent these type of things, but some sort of shaming or outrage needs to take place at the very least. Most people are not even aware of their governments performing tests on uninformed citizens or foreign populations. The US is not alone in this depravity. I agree reparations to the dead are idiotic, but any survivors should be able to hold our government liable for allowing such studies to take place.
Interestingly enough, one can search almost any state/county's health department records (where illegal immigration by Hispanics is high), and and will almost certainly see a marked increase in cases of gonorrhea and more alarming, syphilis. Not to mention pertussis (whooping cough), tuberculosis etc. What's next, smallpox? Screw reparations... wait!

Reparations should still be due, but... the bolded part is also true. It's bad enough that we did this to the Guatemalans, but the fact that their own government allowed it should be more concerning to the Guatemalan people themselves.
They were prisoners in a Guatemalan prison, and infected with STDs that were later proven to be cured by Penicillin. I'm sure the STDs were the last of their worries. They proved on a massive scale what Penicillin can do.
How much did the scientists know at the time they tested on 2,000 Guatemalans? Supposing they knew Penicillin would fight the observed diseases, it follows they were working to establish dosing. However... Supposing they had no idea which diseases could be fought it is possible they committed a grave evil against humanity. My friend... You have a faithful belief in the goodness of your fellow man, however....... I know that fellow man is not always good, and so I am looking only for the truth.
