Vietnam waging undeclared war to change status quo

    Just imagine a situation in which a large fleet of Chinese fishing boats keeps circling round the Diaoyu Islands day and night. On the one hand, the US would declare not taking sides in the Diaoyu Islands dispute, but on the other hand it would accuse China of aggression and trying to change the status quo of the Japanese-controlled islands.

    Such a situation really happens now, however, not near the Diaoyu Islands but the Paracel Islands, not by Chinese fishing boats but Vietnamese vessels. It won't be surprising that the US would again accuse China, not Vietnam, of aggression and trying to change the status quo of the Paracel Islands.

    The US could argue that the Diaoyu Islands are Japanese-controlled and that China is trying to change the status quo of the islands. But in the case of the Paracels, it would be interesting to find out how the US is going to argue its way out, because the islands are under the control of China, not Vietnam. So we can see the irony of the situation and the double standards of the US in the regional conflicts. It won't be surprising that America is plotting some sort of sinister plot in cahoots with crafty Vietnam to change the status quo of the Chinese-controlled Paracels.

    Just like a salted fish that was left high and dry on the beach of the Paracels forty years ago, the Vietnamese salted fish has come back to life and become a man-eating shark in the South China Sea. In the past, Vietnam did not dare to challenge Chinese sovereignty over the Paracels by sending ships there because it knew China would not hesitate to sink the boats. However, the situation in the region has changed so drastically that it dares to send ships, not only to challenge China's sovereignty over the Paracels but also to change the status quo of the Chinese-controlled islands.

    Just like in the Vietnam War and other wars of the past, Vietnam has adopted the strategy of waging a war without declaring it. In the Vietnam War, it moved slowly and steadily like a tortoise towards Saigon until the final day the US ambassador to Vietnam had to flee by a helicopter from the top of the US Embassy!

    Similarly it had moved slowly and steadily like a turtle towards the Paracels, and one day it won't be surprised to find this turtle landing on one of the islands of the Paracels! The resurrection of the Vietnamese salted fish should sound alarm bells in the Chinese military.

    By sending more and more Vietnamese ships into the territorial waters off China-controlled Paracels, Vietnam is in effect waging an undeclared war against China to change the status quo of the Paracels.

    For the following reasons, China should wake up to the danger of allowing Vietnamese ships to intrude freely and remain indefinitely in Chinese territorial waters near the Chinese-controlled Paracels.

    1. The more freedom Vietnamese ships can intrude into Chinese territorial waters off the Paracels, the stronger its bid to change the status quo of the Chinese-controlled islands. Take an analogy, if you sue somebody for stealing fruits from your garden, he would argue why he has been given unlimited freedom to enter and loiter in your garden all this while. Hence, as time goes on, Vietnam could argue that it has unquestionable right and sovereignty over the Paracels because China has made no attempt to chase away the intruding Vietnamese ships.

    2. China would be facing the following disadvantages if the Vietnamese ships are allowed to remain indefinitely in the Chinese territorial waters off the Chinese-controlled Paracels:

    a) As a small country standing up to a big power, Vietnam could gain a lot of sympathy from the international community. Whatever happens, China would find itself in a difficult position because the Sino-Vietnamese standoff would be viewed as an unequal contest between a heavyweight and an underdog. Crafty Vietnam will be able to internationalize the Paracels issue.

    b) Vietnam's chance of forming an official anti-China coalition with the Philippines, Japan and the US will increase with the passing of time. We could see the silhouette of such an unofficial anti-China coalition rising from the horizon of the South China Sea.

    c) The longer Vietnamese vessels are allowed to remain in the Chinese territorial waters the more clashes could occur between both sides. China should not let Vietnamese ships remain indefinitely in its territorial waters off the Chinese-controlled Paracels. China should force all the Vietnamese ships to leave its territorial waters. The best way to force the Vietnamese intruders peacefully out of Chinese territorial waters is to use the trade weapon or apply economic sanctions against Vietnam.
