You're right. The idea of anti-missile sites in Eastern Europe was a Bush-Cheney idea, with the lame argument that they were to protect Eastern & Western Europe (including Russia) from a Iranian nuclear missile attack. Putin saw through it and accused the U.S. of threatening Russia, with the sites directed more against a potential Russian attack against European NATO countries. Obama's early position was to basically agree with Putin's perspective. It was in the "Reset Era" and Obama had had some success in obtaining Putin's help in Syria and in conjunction with the Iranian agreement on rejoining the Nuclear Non-Proliferation Pact, which they'd left, but never renounced. This was the background to Obama's open microphone comment to the Russian President about "tell Vlad I can bring this up after the election."
Obama's position on Russia shifted with Putin's continuing move toward Russian totalitarianism, primarily the Russian invasion of Crimea and the eastern Ukrainian border areas, dominated by ethnic Russian populations, plus the increasing Putin terrorism against journalists and political opponents. It did not shift to the point of advocating "lethal weapons" to Ukraine. I suspect that initially Obama thought that such could drag the U.S. and NATO into a direct confrontation with Russia and that based on his earlier cooperation with Putin, a negotiated peace and Russian withdrawal from Ukraine could be negotiated.
However, initially, neither did the GOP favor "arms to Ukraine." It was not on the GOP 2016 Presidential Election platform. Senator Ted Cruz offered an amendment to the platform calling for "lethal weapons" to Ukraine. At the last minute, someone removed the amendment and the GOP Platform, upon which Donald Trump ran for President, did NOT call for lethal weapons being provided to Ukraine. At the time, it was rumored that it was Paul Manafort who succeeded in removing the Cruz amendment, via pressure on the RNC.
Subsequently, the U.S. Republican majority Congress over came the lack of such a resolution on Ukrainian weapon aid, and Trump, increasingly being accused of "Russian Collusion," accepted the resolution. But, there were caveats. The Javelins could only be used defensively and were not to be kept in "combat zones" notably, after the Crimean annexation, in the eastern border regions. I understand that remains the case today.
Given the President's lack of communications security with "his man in Ukraine" - EU Ambassador Sondland - I'd guess that the Russians know the exact location of every Javelin anti-tank missile we've sent.

No, Biden never bragged about a conspiracy because there was no conspiracy. Conspiracies are usually covert and hidden from public view like the conspiracy Trump, Pompeo, Barr, Giuliani, Sondland and Perry committed by extorting a foreign government to interfere with our election.

Incidentally, if you want to at least pretend to know what you're talking about, you might want to get the names right, it's 'CrowdStrike' not 'Cloudstrike'.

 

It was always pretty much a forgone conclusion that the Senate wouldn't convict no matter what the House came up with for evidence. It may even have a negative impact for the democrats in the 2020 elections. It still needed to be done, and I'm glad that they did it.
