Proponents of the status quo on the situation, especially the Pentagon, suggest we're getting something of real value from South Korea in allowing us to station forces in their country. I'm not so sure.

We have many billions going to this or that program, not just foreign aid, that could be used here or simply left in taxpayers' pockets. Some of the spending is important, even vital, but a lot of it is not. The system is so huge and complicated

that spending just sort of rolls along out of inertia even when people are operating with the best of intentions. And we know good deeds are not always foremost in folks' minds.

How many of us would drop dead in our tracks if a Presidential nominee said he (or she) was running for office with a clear priority of nonstop reviewing government spending for all four years, starting Day One?
