I don't think it's a number. It's a gender proportion. Currently, China needs a lot more women and a lot fewer men.
China would be better off going back to 1960's level of population, which was about 700 million. The problem was that the Maoist government had been encouraging families to have more children, with the reasoning that China would be strengthened by a bigger population. Then in the late 1970s the government began realizing their prior policies had resulted in too big of a population, which would place a strain on resources and limit the standard of living.

The real reason is the high levels of underemployment in Japan, men without good jobs are not seen as good catches by women in Japanese society. Japanese men stuck in temporary jobs have their pride damaged, they are seen as 'worthless'. Also many Japanese live in crowded cities and there is not much outside space close by, so the male children often turn to video games. Not exactly a good strategy to attract the members of the opposite sex.
