What's the difference between streaming online content and borrowing games and movies

From library i mean?. Considering if i borrow a game for free in a library, whether it is a game or a movie, then what makes the difference if i decided to pirate that content?. Considering library probably has to pay for one copy, and then it gets shared to people. So how is it any different than sharing online?. I am just curious?
