Water molecules rise into the atmosphere in the vaporous state. There they may condense from vapor into tiny drops, usually in lower altitudes, or even end up as tiny bits of ice, usually in higher altitudes. Either of those is what clouds are made of. In those states the water molecules can be visible unlike in the vaporous state. Similarly, fog isn't vapor either but tiny drops suspended above the surface. My grandpa always told me that God send us a cloud from heaven whenever there was fog (Not that I believe in God.) But, seriously, that's middle school knowledge...

Actually no...I can't speak for Atlanta but here in Alabama we have seen more rain this summer than anyone has ever seen in their lifetimes and they know from experience something is amiss. They are begining to understand that the climate is changing.
