certainly. The law allows, but doesn't require, organisations to use positive discrimination in the cases where merit are equal, in order to strengthen under-represented groups. That is, as far as I know, how it works in Sweden, and I'll guess it's about the same in the USA. The potential problem I have though, is if they'd ever use the more extreme form, and ignore merit all together and only choose based on which group one belongs to. I.e. the kind of AA which conservatives hate.

The way I understand AA law here is a company, or school sets goals on how much of a certain group it wants representing it, then sets out to achieve those goals. When the goals time frame expires and the goal is not met, they just renew the time frame.. They are still supposed to accept the most qualified person for the position. If two equally qualified people apply, with the same education level, job experience etc etc, then they are supposed to hire the target group, if that group has one of the equally qualified people. Hard mandatory quotas were deemed unconstitutional. Only way AA legally benefits a target group is if two equally qualified people apply and one of them is part of the target group. Other then that, the most qualified people are legally supposed to get the position. That's how I understand AA laws here in the USA.

Agreeing with NAzi ideology does not mean you agree with them 100 percent or their actions. I disagree with everything except preserving races. I only partially agree with deporting Jews or restricting their rights because they are a foreign race and do not belong in Europe especially when they have worn out their welcome, taken advantage of us and belong in Israel. However, if the majority of Jews didn't have a hate European attitude and didn't always defend minorities I will reconsider my stance about them.
