The Chinese ARE astute. Money is not the desired end result, but rather a strong economy with real productive capability (rather than a service sector and a financial sector and not much else). The United States could pay China in pop can tabs and it would still be to China's benefit. The advantages of holding a lot of U.S. debt also gives China some serious economic and political clout as well.
