    I wonder what the excuse is in Africa. At least all the South American drug war violence was finally able to take the #1 "Most Violent Countries" spot away from the African countries. Honduras' 1 per 1000 murder rate helped the most.

    You mean like in Camden, Philly, East St. Louis, Birmingham etc and any crumbling city where African Americans inherited a whole infrastructure but FUBAR'ed it up each and every time?
