Will students that drop out of school be taxed an additional 20% of their income?

    Apparently my idea for ending high drop out rates in school is being debated in Congress. Some weeks ago, I proposed simple legislation to my Representative & Senators to have a 20% additional tax on the income of each student that drops out of high school. A person that drops out of school is way more likely to have difficulty comprehending laws and is therefore more prone to commit crime. Taxpayers have to fund police, jails, courts, and prisons for all this crime.
