If you ever ridden a horse, you'd know that you have control until you don't. A horse where there is a ton of yelling and a ton of people could easily assumes they were supposed to ride through. "Trampled"? She's fine. Horses may knock you down, but, they do their very best to avoid stepping on you, and this horse was able to avoid stepping on the woman. A horse has it's own mind, it looks to me like the officer was doing his best and loudly blowing his whistle to warn folks to get out of the way of the horse.
