LOL! Not sure where you got the idea that it is impossible to support welfare for minorities if you are a racist. All "racist" means is that you make distinctions between people based on race. Hate is not a pre-requisite. If anything, I have found Democrats to be more racist. They seem to need to separate people into groups to justify entitlements.
Welfare is a compassionate allowance by the moral taxpayers to oppressed peoples, if they support policies of compassion then that automatically exempts them from being racists. Secondly, distinctions between people based on race is okay as long as it is not having hateful intentions. That is how to tell what is racist, and what is not, using the context.
