You can buy them in the USA in semi-auto form. No permit or form required other than for any other firearm purchase. Just go to gunbrokers.com or search online. The price for a restored, functional 50 cal Browning in semi-auto form was $10,000 a couple of years ago. Probably wouldn't take make to convert them back to full auto. I have semi-auto 30.06 and .308 Brownings, entirely legal. One is set up with a handcrank as a Gattlin gun, also legal. The article stated the guns were initially disabled and purchased as non-functioning weapons. They were then machined back into operational form.
