Once a law is on the books it is hard to get rid of. This is called repeal when it does somehow happen.

For example, Slick Willie's assault rifle ban had a sunset clause in it. It then finally sunset.

Few laws have sunset clauses however.

 

There will always be crime, ergo there will always be criminals.

It would take a Nazi-esque or Stalin-esque purge to get rid of all criminals.

In the meantime controlling them is nominal at best.

They commit crimes, they go to jail or prison, they eventually get out, and then they commit more crimes.
