Mueller does not in any way say it is possible obstruction. He only includes it because it is something he investigated. There is no possible way Mueller would ever even suggest that curtailing emails to the press is possible obstruction. That would be ludicrous.
One would need to consider each separate claimed obstruction to determine whether those three items were present. Some proceedings were initiated, but none of the possible instances of obstruction Mueller investigated had anything to do with pending federal judicial proceedings. I'm looking forward to Mueller's turn at Congressional testimony, I know he doesn't want to testify and I expect a lot of Democrats are going to expect he will dispute Mueller's two simple conclusions; that Mueller didn't find adequate evidence of collusion and couldn't decide whether there was enough for obstruction. What are the Democrats going to do when Mueller confirms he didn't find adequate evidence of collusion and couldn't decide if there was enough for obstruction? I suppose they'll try to get Mueller to acknowledge there could be adequate evidence of collusion that he didn't find, and that others might decide the evidence of obstruction was sufficient.
I suspect the Democrats will throw a bunch of Hypotheticals at Mueller to get him to say "Yes" in those situations. Then they will compare those Hypotheticals as being the same as Trump's actions.
They do? What possibly could give them that notion? Barr dispatched their angry questions with ease and confidence, he showed he knows the law, properly has applied it and governs his conduct in compliance with the pertinent procedure.
I imagine many are hoping Mueller will concur with them that the report suggests enough for there to be sufficient grounds to begin impeachment hearings even if no laws were broken. I believe they would also love to get Mueller to disagree with a point, any point, of his discussions with Barr so they can continue their attacks upon Barr. I feel it will just be more frustration for them.

Trump is a freebooting con man. There's nothing he could say or do at this point that would convince most Americans otherwise. The election is Democrats' to win or lose.
