The majority of lawyers in the country have J.Ds, and that doesn't make them legal scholars. He lectured at the University of Chicago, he was not a professor there. So, no, he's not a legal scholar. He's a lawyer with a Harvard Law degree.

Obama had an obstructionist Congress for 6 of his 8 years in office. He used Executive Orders to accomplish what he could without Congress--just as Trump is doing now. I know of no place or time he superseded his powers, but I believe Trump's policy of tearing babies from their parents along our southern border, is un-American & will eventually be seen as criminal activity.
