No, not when that U.S. citizen hasn't been charged with any U.S. crimes. It's the FBI's job to investigate stuff like that, not Ukraine's. Ukraine was free to investigate Biden for violating Ukrainian law, but they weren't doing that, and it's not the president's place to push a foreign country to investigate a U.S. citizen who isn't facing U.S. charges. The purpose of the investigation based on probable cause is to determine if the law was broken. And President push foreign governments all the time. For the various departments and officials they confirm. The President is co-equal and does not report to the Congress and has plenary powers when it comes to foreign policy and matters. Not for himself and he has that privilege with his political and legal advisers.
Why include the accusation against Biden? It's nothing more than deflecting away with what Trump did.
He said as much yesterday ... before completely changing his story today. Good. If it exonerates Trump, even better. I strongly prefer no impeachment. But if he tried to pressure Ukraine to investigate Biden, there will be little choice but to impeach.

Why? Biden was admitting he blackmailed Ukraine and we know his son was enriched by them for basically nothing. We have no choice but to investigate that and the cooperation from Ukraine which he was seeking is vital to that.

I dunno how you or anybody else would judge Trump differently depending if somebody else is being investigated. If Trump abused his power over this, it still would not matter at all if Biden is being investigated or not, if he's guilty of something or not. In short: the judgement on Trump should be blind.
