I think the fatal flaw that a lot of conspiracy theorists have is that they greatly overestimate the aptitude and willingness of powerful people to work together.

The good news is that the world is still far too big for just one power to run everything. There are far too many competing interests involved.

The city was used as a military command center and the other was directly facilitating the continuation of war, it's completely justified.
