They factor the information differently. That's never mentioned by the ones giving the "facts" because it skews their "fact".

How are you paying to enforce mandatory registration of nearly a half billion firearms?
How are you going to pay for the design, implementation, and oversight of trainers tasked with well regulating the militia?
The figure for mandating UBCs was revealed when they were arguing the manchin-toomey bill in congress. I don't remember off the top of my head, but I remember it was significant.
All this costs taxpayers and wouldn't be nearly as effective as justice system reform.
